Hopes for COP21 climate talks

Molly Scott Cato MEP responds to a question about climate change and the COP21 climate talks, saying she is optimistic of a deal being reached in Paris but warns that policies not targets will be what really counts. She says climate finance is likely to the stumbling block and calls on rich counties to make up for their historic emissions by offering free technological transfer to poorer countries to allow them a low carbon path to human development.
